Looks like a suicide attempt. Another video shows her absolutely hurtling down the little residential street.
From reading her Wikipedia entry she was clearly very mentally ill - also said her brother had committed suicide via a car crash.
Bit surprised that a millionaire Hollywood actress would be driving around in a Mini Cooper though.

Probably best known for Donnie Brasco, the pointless scene by scene remake of Psycho & being Ellen DeGeneres partner for a while
No excuse for her drugged driving but had a pretty horrendous upbringing. Her Dad did a bit of bumming on the side and died of AIDS. Before that he repeatedly raped her from when she was an infant til she was 12. A few months after her father died her brother died in a suspected suicide while driving.

On her last ride she left a trail of drug and booze-induced destruction and it was fucking miracle she didn't kill anyone else.
Nonetheless RIP. She was clearly a tortured soul.
